This weather report was clearly written by a weatherman/woman who was overwhelmed by the simplicity of the conditions. Jeremy Paxman (grumpy newsreader on the BBC who does not like doing the weather) would say similar things:
"It's April, what do you expect?"
or
"Take a brolly"

The jolliness of your couplet reminds yr reader of those shorts by Byron.
